There are no age restrictions applicable to the Public Liability insurance. However triathlon activity must be in accordance with the guidelines set by British Triathlon.

Yes, you are covered under the British Triathlon insurance to train with sports clubs of which you are not a member, as long as you are training in the sports of a triathlon, swimming, cycling, and running.

The Public Liability policy does not cover commuting unless you are training towards a genuine triathlon goal, and are able to evidence the ride formed part of your training plan, such as a defined training log, and the route, the bike you were using, the clothing you were wearing and the event you had entered into for which you are training, Insurers would then consider each claim on its own merits. Alternatively this may be covered under your household insurance or if you have separate bike insurance this may be extended to cover commuting.
There is a statues of limitations for an injured party has to bring a claim for injury against you. Usually 3 years or if they are a child up to 3 years from their 18th birthday. This however can be reviewed by the courts dependent on the circumstances. It is imperative however that you notify any circumstance which may give rise to a claim as soon as you are aware of it.

The insurance policies do not cover United Kingdom Nationals that permanently reside overseas, the Insurers are not licensed to be able to do so.
A United Kingdom resident can temporarily reside overseas for up a maximum of 180 days and still be insured via the British Triathlon Liability policy, however if an individual is permanently residing outside of the United Kingdom they must seek insurance cover in their country of residence.
